The USDF Executive Board has implemented a new format for budget review that will allow additional opportunity for discussion before the budget comes to a vote. The following new protocols will encourage this.

The 2008-2009 preliminary USDF budget (PDF) is now available for review. The preliminary budget will be finalized at the 2007 Adequan/USDF Annual Convention in Orlando, Florida and presented for approval at the USDF Board of Governors (BOG) meeting.

An open meeting will be held from 3:00 – 4:00 PM on Wednesday, November 28, 2007 at the annual convention. At this meeting, the USDF Management Committee of the Executive Board, the executive director, and the director of finance and accounting will be available to discuss and answer questions on the proposed draft budget. Council and committee chairs, participating member (PM) delegates, and group member organization (GMO) delegates are encouraged to attend. This meeting will provide an opportunity to be informed about budgetary issues, provide input, and recognize challenges and how they might be resolved.

The proposed draft budget will be presented for discussion during the first session of the BOG on Friday, November 30, and will be voted on in the second session of the BOG on the following day, December 1, 2007.

The preliminary 2008-2009 budget is currently balanced, with no new dues increases or fees built-in. The budget was balanced primarily through administrative cost controls. However, there is a new line item included, per the new USDF Budgeting Protocol policy. This line item is an annual budget reserve of two percent ($95,000) of the annual budget total and provides for:

  • Potential funding for important but unexpected projects that develop during and after the budget planning process.
  • A budget hedge due to lower return than projected from the investment portfolio.
  • A contingency against unexpected losses due to acts of God, such as the cancellation of a major USDF event.
  • Potential funding to update and implement the strategic plan.
