Summary of Actions from Executive Board 2007 Conference Calls

February 15, 2007

The following participated in the conference call: Twelve Executive Board members, Executive Director Stephan Hienzsch, and several staff members.

Janine Malone moved and Theresa Hunt seconded a motion that USDF support the NAJYRC in the amount of $25,000 per year from 2007-2009, with the 2007 contribution to be taken out of the operating fund portion of the investment portfolio. If sponsorship isn't found for the 2007 event, the 2008-2009 budget will include both a payback to the investment portfolio and current year funding. Motion carried. One opposed.

Fern Feldman moved and Donna Longacre seconded a motion to approve Barbara Funk's proposal for an annual budgeting protocol with the following changes: in #2 to build in an annual budget reserve of 2-3 percent, in #3 to state that the deadline for budget requests from councils and committees will be September 15, in #4 to state that September 15 is the deadline for council and committee budget requests, and in #6 to state that a form is to be created that chairs must sign if they have no new budget requests and also correct the reference to the September 15 deadline. Motion carried.

Janine Malone moved and Kat Kyle seconded a motion to take the funds for the Ruth Arvanette Memorial Fund Grants out of the Ruth Arvanette Memorial Fund instead of the operating fund. Motion carried. These grants are used to support travel expenses for several members to attend the annual convention.

Donna Longacre moved and Kat Kyle seconded a motion to approve Plan A (of the options for the 2007 annual convention agenda and format), which would start the convention on Tuesday morning. Motion carried. One opposed and one abstention. Under Plan A, there will be very little overlap between educational sessions and business meetings.

Sarah Patrick moved and George Williams seconded a motion to approve Gwen Reardon as the artist/sculptor for the USDF NEC Statue. Motion carried.

March 22, 2007

The following participated in the conference call: Eleven Executive Board members, Executive Director Stephan Hienzsch, and several staff members.

Janine Malone moved and Terry Wilson seconded a motion that USDF remove the limit of ten qualifying competitions per USDF region for the NAYRC and the NAJC, but recommend that the limit of ten qualifying competitions should still remain a guideline. Motion carried.

George Williams moved and Fern Feldman seconded a motion to require Participating Membership of competition managers effective October 1, 2007, pending approval of the Competition Management Council. Motion carried.

August 8, 2007

The following participated in the conference call: Twelve Executive Board members, Executive Director Stephan Hienzsch, and several staff members.

Recognition

Janine Malone moved and Terry Wilson seconded a motion to induct Major General Jonathan (Jack) Burton into the Roemer Foundation/USDF Hall of Fame in 2007. Motion carried.

Terry Wilson moved and Donna Longacre seconded a motion to induct Hilda Gurney into the Hall of Fame in 2007. Motion carried.

Barbara Funk moved and Sue Hughes seconded a motion to induct Edgar Hotz into the Hall of Fame in 2007. Motion carried.

Kat Kyle moved and Sandi Bishop seconded a motion to give Ellin Dixon Miller a USDF Lifetime Achievement Award in 2007. Motion carried.

Administration

Fern Feldman moved and Terry Wilson seconded a motion to reduce publication of USDF Connection magazine from twelve to eleven issues per year, combining the January and February issues, effective with the 2009 membership year. Motion carried. One opposed. This will reduce publication costs, which are significant.

Sarah Patrick moved and Sue Hughes seconded a motion to reformat the USDF Directory to reduce postal costs. Motion carried.

Sandi Bishop moved and Sarah Patrick seconded a motion to approve the proposal from Cindy Vimont to allow members to decline the 2008 Directory. Motion carried. The Directory will be available online. Declining the Directory will reduce costs.

Kat Kyle moved and George Williams seconded a motion to add the USEF Developing Horse Test as equivalent to Prix St. Georges for Regional Championships qualifying. Motion carried.

Youth

Sue Hughes moved and Kat Kyle seconded a motion that USDF provide a one-year Participating Membership to the USDF nominee for the USEF Youth Sportsman's Charter Award. Motion carried. One abstention.

Sue Hughes moved and Theresa Hunt seconded a motion to award a USDF five-year Participating Membership to the USDF nominee for the USEF Sportsman's Charter award if the nominee wins the overall USEF Sportsman's Charter award. Motion carried.

Fern Feldman moved and Janine Malone seconded a motion to retain the selection procedure used in 2006 where the Executive Board selects the USDF nominee for the USEF Youth Sportsman's Charter Award. Motion carried. One abstention.

Janine Malone moved and Sarah Patrick seconded a motion to add Jan Ebeling as an FEI Junior/Young Rider clinic instructor for 2007 and 2008. Motion carried.

October 17, 2007

The following participated in the conference call: Twelve Executive Board members, Executive Director Stephan Hienzsch, and several staff members.

Regional Championships

Sue Hughes moved and Terry Wilson seconded a motion that the Oversight Subcommittee of the Planning Committee will be provided all Regional Championship applications and should provide input on a timely basis to each region prior to its selection of the Regional Championships host site and dates. Motion carried. One opposed.

Janine Malone moved and Sandi Bishop seconded a motion that the Executive Board recommend to the Regional Championships Committee that Regional Championships not be held at the same location and dates as a CDI; however, this recommendation should neither be a USDF requirement nor a USEF rule. Motion carried. The purpose of this motion is to make the Regional Championships the primary focus of the event.

Sandi Bishop moved and Alison Head seconded a motion to make a strong recommendation that regions not sign multiple year contracts for Regional Championships. Motion carried. This will allow evaluation of the conduct of Regional Championships before future championships are granted.

Fern Feldman moved and Alison Head seconded a motion to recommend to the Regional Championships Committee to support a recommendation to USEF that USEF assign Dressage TDs for every Regional Championship. Motion carried. One abstention.

Councils/Committees

Kat Kyle moved and Sarah Patrick seconded a motion to approve the appointment of the following fourteen incumbent council/committee chairmen for 2008: Audit - Robert Higgins, Awards - Peggy Klump, Competitors - Anneliese Vogt-Harber, FEI Junior/Young Rider - Roberta Williams, Freestyle - Terry Ciotti-Gallo, GMO - Sherry Guess, Historical - Anne Moss, Judges - Lois Yukins, Membership - Ken Levy, Nominating - Miki Christophersen, ParaEquestrian Dressage - Hope Hand, Sport Horse - Scott Hassler, Youth - Dorothy Mueller, and Young Rider Graduate Program - Rosalind Kinstler. Motion carried.

Fern Feldman moved and Sarah Patrick seconded a motion that Veronica Holt be appointed as Regional Championship Committee chairman for 2008. Motion carried.

Sandi Bishop moved and Theresa Hunt seconded a motion to approve Sally Chionsini (Region 9) as chairman of the TD Council for 2008. Motion carried.

George Williams moved and Janine Malone seconded a motion that the Test Writing Subcommittee be made up of at least 30 percent competitors who are not also judges. Motion carried.

Youth

Janine Malone moved and Donna Longacre seconded a motion that Meagan Davis will be the 2007 USDF nominee for the USEF Youth Sportsman's Charter Award. Motion carried.

Terry Wilson moved and George Williams seconded a motion that Erica Davidge will be the USDF alternate nominee for the USEF Youth Sportsman's Charter Award. Motion carried.

Janine Malone moved and Fern Feldman seconded a motion that in 2007 and thereafter USDF people who apply for the USEF Youth Sportsman's Charter Award receive a letter or E-mail message regarding the status of their nomination. Motion carried. The point of this motion is to let applicants know what items are incomplete, need more detail, etc.
